www.time.gov has a real time java clock that updates without reloading. It based off an atomic clock and is usually acurate to a small (0.3-0.7) fraction of a second, depending on internet speed. It is a service provided by boulder.nist.gov the boulder colorado section of National Institute of Standards and Technology, and the U. S. Naval Observatory (USNO) time department. about time.gov.
