Where's a good place to start to learn about the IETF (Internet Engineering Task Force)?

JayEye recommends a read of the Tao of the IETF, located at http://www.ietf.org/tao.html. It has everything you need to get started, and makes for an interesting read even if you don't plan on getting involved in the process anytime soon.
