what does a tftp boot error "too many packages" mean?

it means your kernel is to large, the maximum file size you can use on x86 for booting via tftp is 640 kilobytes(or on some machines it is 512 kilobytes), so you either need to make your kernel smaller, or use another method of booting(like PXE).
